Working with the AoA

The SMP program is a program within the U.S. Adminstration on Aging's (AoA) Office of Elder Rights, directed by Barbara Dieker. Barbara Dieker at AoA works to ensure a national identity and presence for the SMP program. AoA’s overall mission is to help elderly individuals maintain their dignity and independence in their homes and communities through comprehensive, coordinated and cost-effective systems of long-term care, and livable communities across the United States.

SMP activities support AoA’s goals of promoting increased choice and greater independence among older adults. The activities of the SMP program also serve to enhance the financial, emotional, physical and mental well-being of older adults -- thereby increasing their capacity to maintain security and independence in retirement and to make better financial and health care choices. For more information about the SMP program from AoA, click here.

The SMP grants are cooperative agreements between the AoA and the program or grantee. Cooperative agreements are different than other grants because it is expected that the project officer, grants management official and grantee are working in collaboration to successfully fulfill the grant requirements. SMP program staff work directly with AoA grants management staff and AoA project officers (to find your AoA project officer, click here). The grants management staff is located in Washington, D.C. Project officers are located in the regional offices. For more information about the AoA, click here.
