Social Services Director Pleads Guilty to Kickback Scheme

Mariela Panganiban pleaded guilty to conspiring with the owners of home health care agencies to pay and receive illegal kickbacks in exchange for approximately 100 Medicare beneficiary referrals. According to court documents, she used her position at a skilled nursing facility to steer Medicare beneficiaries to home health agencies in Folsom and El Dorado Hills, California.
